Weld County Administration Building (1150 O Street, Greeley)

 

  1. Call to Order. Committee Chair Wharton called the meeting to order at 3:04 p.m. Other committee members present were Jodi Hartmann, Dean Moyer and A.J. Euckert.  A quorum  was present.
  2. Review of the minutes. Committee Chair Wharton asked for a review of the March 5, 2026, meeting minutes and if there were any amendments. Seeing none, Committee Member Moyer made a motion to approve the minutes as presented and was seconded by Committee Member Hartmann. The motion was unanimously approved.
  3. Ms. Martin gave an update on the current project list.
  4. Staff presented their 2026 grant award recommendations to the Committee. Weld County received seven applications.  Staff recommended awarding funding six of the proposed grant projects in varying amounts.  After discussion, the Advisory Committee decided to recommend grant awards to six proposed projects. It was also recommended that two of the projects be funded at the minimum level requested with the additional funding waitlisted.    

    The Committee is recommending the award of $1,151,300 estimated 2026 funding as follows:

    • Platteville Park Restroom Facilities Project - $272,625
    • Firestone Housing Rehab Program III - $75,000
    • Nunn Senior Center & Gym ADA Access - $155,600
    • Ault Senior Center Improvements - $198,775
    • WHALE Respite Center $147,700
    • Lochbuie Lochwood Park - $237,000
    • Contingency fund for cost overruns for 2026 infrastructure projects - $64,600

    Asbestos and lead based paint testing is being required on the buildings occupied by the Nunn and Ault Senior Centers due to their age.  If found, HUD requires abatement before any improvements can be made to these buildings.  Advisory Committee members were concerned as asbestos remediation on these buildings was not budgeted for or under budgeted hence proposed a contingency account to cover these expenses.  Prior years’ experience shows a high likelihood that asbestos may be present. Weld County has yet to receive their 2026 grant allocation letter from HUD.  These are generally sent out mid-March. To keep the program moving forward, staff proposed the Committee prepare recommendations for grant awards to the BOCC at this meeting using the 2025 allocation amount plus any surplus funds accrued by the program to date as a basis.

    Committee Member Wharton made a motion to this effect. The motion was seconded by Committee Member Moyer. The Committee unanimously approved the motion.

  5. The 2026-2030 Consolidated Plan for the Weld County CDBG Program is due to HUD by August 16, 2026.  This plan is required to include a 2026 Annual Action Plan laying out which projects are proposed to be funded with the County’s 2026 allocation.  Ms. Martin is drafting the Consolidated Plan in IDIS leaning heavily on data and narratives from the CDBG funded 2025 Housing Needs Assessment.  She is also gathering input from stakeholders to address the needs section of the plan.  Once a draft plan is completed, it will be presented to the BOCC at a work session prior to sending it out to the public for comments.  Two public hearings are required – the first a call for comments the second for plan approval prior to submission to HUD.

     

  6. Other Business – April 2026 was proclaimed Fair Housing Month by the Weld County Board of Commissioners. It was announced that Committee member Cheryl Powell will be retiring as the Town Administrator of Milliken on June 1, 2026 after 27 years with the Town.  Advisory Committee member Jodi Hartmann will be resigning in August as Executive Director of High Plains Housing so there will soon be two vacancies on the committee to fill.  By consensus of the Committee, it was decided that they not meet in the months of July and August taking a summer break as in past years and resume regularly scheduled meetings in September.
