April 2, 2025 Minutes

  1. Call to Order. Committee Chair Wharton called the meeting to order at 3:07 p.m. Other committee members present were Jodi Hartmann, Cheryl Powell, Dean Moyer, Linda Hunt, Janet Meisel-Burns and A.J. Krieger. A quorum was present.
  2. Review of the minutes. Committee Chair Wharton asked for a review of the March 3, 2025, meeting minutes and if there were any amendments. Seeing none, Committee Member Powell made a motion to approve the minutes as presented and was seconded by Committee Member Moyer. The motion was unanimously approved.
  3. Status report on current projects (see spreadsheet). Ms. Martin gave an update on the current project list.
  4. Weld County has yet to receive their 2025 grant allocation letter from HUD.  This letter is expected mid-May. Each year, HUD requires the Weld County CDBG Program to submit an Annual Action Plan laying out which projects will be funded with that year’s allocation. This plan is due 60 days after the date allocations are announced making it likely due sometime in July. To keep the program moving forward, staff proposed the Committee prepare recommendations for grant awards to the BOCC at this meeting using the 2024 allocation amount plus any surplus funds accrued by the program to date as a basis.
  5. Staff presented their 2025 grant award recommendations to the Committee. Weld County received six applications. Staff recommended awarding funding to all six of the proposed grant projects in varying amounts. After discussion, the Advisory Committee decided to recommend grant awards to all six proposed projects until the actual amount of 2025 CDBG funding was known. It was also recommended that two of the projects be funded at the minimum level requested with the additional funding waitlisted.    

    The Committee is recommending the award of $1,035,940 estimated CDBG funding as follows:

    • Pierce Senior Center Improvements Project - $242,440
    • Lochbuie Accessible Sidewalks - $167,400
    • Firestone Housing Rehab Program II - $75,000; waitlist an additional $75,000
    • Nunn Senior Center Renovation - $167,700
    • Eaton Non-Conforming ADA Ramp Replacement Phase III - $122,400
    • Platteville Park Restroom Facilities - $261,000; waitlist an additional $261,000

    Additionally, the Committee called for assurances from the Town of Eaton that, should they be awarded CDBG funding at the proposed amount and construction costs come in higher, the funding gap would be covered by the Town and the project completed. These recommendations are intended to use all the CDBG funding available through the end of the 2025 program year as that is the last year covered by the current Consolidated Plan.  Committee Member Powell made a motion to this effect. The motion was seconded by Committee Member Hartmann. The Committee unanimously approved the motion.  Staff will take this recommendation to the Commissioners for their consideration.

  6. Other Business – April 2025 was proclaimed Fair Housing Month by the Weld County Board of Commissioners. Staff reminded the Committee that there will be a presentation on the Housing Needs Assessment at the May 7 meeting.
