Weld County Planning Department (1402 N. 17th Avenue, Greeley CO 80631)

  1. Call to Order: Committee Chair Wharton called the meeting to order at 3:17 pm.  Committee members present were Jodi Hartmann, Janet Meisel-Burns and Cheryl Powell. A quorum was present.

     

  2. Committee Chair Wharton asked for review of the June 5, 2024, minutes and if there were any amendments.  Seeing none, Committee Member Powell made a motion to approve the minutes as presented and was seconded by Committee Member Hartmann. The motion passed 4-0.

     

  3. Ms.  Relford provided the reports for the current projects and discussed specific project questions and updates with the Committee.

     

  4. Staff presented the recommendation to award balance of 2024 funding to the Committee. Ms. Relford shared the documentation with the Committee and presented staff’s recommendation to award $167,000 of the 2024 balance to the Town of Erie Home Rehabilitation Project. The remaining 2024 balance is $55,048. The Committee discussed staff’s recommendation and the information provided by the Town of Erie. Committee Member Hartmann made the motion to approve staff’s recommendation to award $167,000 to the Town of Erie for their Home Rehabilitation Project and the motion was seconded by Committee Member Powell.

     

    The Committee also discussed how the balance of the 2024 funding could best support projects. Committee Meisel-Burns made a motion and was seconded by Committee Member Powell to allow staff to administratively approve up to 10% of project overages before having to come back to the Committee for funding approval to recommend to the Board.

     

  5. Housing Needs Assessment. Staff updated the Committee on where the Housing Needs Assessment project is at in the process. Staff has the Request for Bid out to the public and bids are due on September 11th. A mandatory pre-bid meeting will be held on Thursday, August 15th at 10:00 a.m. Staff will update the Committee at their next meeting.

     

  6. Update on Advisory Committee meeting invitations. – Ms. Relford explained that Cynthia was at HUD Region 8 Training, which is why she was unavailable to attend. Elizabeth will follow back up with the Committee if there are additional updates on this topic that need to be presented.

     

  7. Other Business – The Committee discussed cancelling the September meeting and instead of having a meeting in October trying to schedule a visit to the Pierce Senior Center for a tour.

 The CDBG Advisory Committee meeting adjourned at 3:55 p.m.
