Weld County Administration Building (1150 O Street, Greeley)

  1. Call to Order. Committee Nicholas Wharton called the meeting to order at 3:00 p.m. Other committee members present were Dean Moyer, Cheryl Powell, Janet Meisel-Burns and AJ Euckert.  A quorum was present.  
  2. Review of the minutes. Committee Chair Wharton asked for a review of the November 5, 2025 meeting minutes and if there were any amendments. Seeing none, Committee Member Powell made a motion to approve the minutes as presented and was seconded by Committee Member Moyer. The motion was unanimously approved.
  3. Election of Committee Chair and Vice-Chair positions. After some discussion, Committee member Meisel-Burns made a motion seconded by Committee member Powell to nominate Nicholas Wharton as Chair and A.J. Euckert as Vice-Chair.  The motion was unanimously approved.
  4. Status report on current projects (see spreadsheet). Ms. Martin gave an update on the current project list.
  5. Ms. Martin reported on the status of the grant applications for 2026 funding.  Seven grant applications were received.  One is the first application received from a non-profit group for public services other than transportation.  There was one application for a housing rehabilitation program, two for improvements to Senior Centers, two for park improvements and one infrastructure project.  Ms. Martin will meet with applicants as needed during the month of January to review and strengthen their applications and answer any questions they may have.
  6. In other business, Ms. Martin reported that Weld County CDBG Program’s new online grant application utilizing the County’s Open Forms software was well received by grant applicants.  Applications on the Program’s standard pdf were also accepted.  The process of drafting a new Consolidated Plan for 2026-2030 has begun with the first step being gathering of public input.  The plan is due in July. 
  7. The CDBG Advisory Committee meeting adjourned at 3:36 p.m.
