Weld County Administration Building (1150 O Street, Greeley)

1. Call to Order. Committee Chair Wharton called the meeting to order at 3:06 p.m. Other committee members present were Jodi Hartmann, Dean Moyer, Janet Meisel-Burns and Linda Hunt. A quorum was present.

2. Review of the minutes. Committee Chair Wharton asked for a review of the April 2, 2025, meeting minutes and if there were any amendments. Seeing none, Committee Member Meisel-Burns made a motion to approve the minutes as presented and was seconded by Committee Member Hartmann. The motion was unanimously approved.

3. Status report on current projects (see spreadsheet). Ms. Martin gave an update on the current project list.

4. Staff presented their 2025 grant award recommendation for award of additional funding. As the 2025 grant allocation came in $40,352 more than estimated there is an additional $32,282 in funding to award. After discussion, the Advisory Committee decided to recommend awarding $30,000 of this additional funding to the Firestone Housing Rehab program II, which had been underfunded, allowing the program to serve an additional two households. Dean Moyer made a motion to award an additional $30,000 to Firestone and retain the remaining $2,282 as a contingency. Nicholas Wharton seconded. Staff will take the recommendation to the BOCC for their consideration. The motion was unanimously approved

5. Regarding the summer meeting schedule and tour, the consensus of the Committee was to cancel the regular August and September meetings and tour Brigit’s Village in Frederick at the regular Oct. 1st meeting, if possible. CDBG staff had already reached out to the Town of Frederick regarding a tour of Brigit’s Village and will call to arrange a tour for that date if possible.

6. Committee members were informed that the change of program year from the current April 1st – March 31st to Sept.1st to Oct. 31st has been approved by HUD. The grant application period and other process milestones will remain the same.

7. Other Business – Staff reported working with two municipalities, Kersey and Ault, looking forward to applying for a grant in the 2026 program year.

8. The CDBG Advisory Committee meeting adjourned at 3:51 p.m.
