June 3, 2026 Minutes

The afternoon started with a tour of the Star Rise Apartments, a 58-unit permanent supportive housing project in Greeley developed by High Plains Housing Inc., a 501(c)3 nonprofit, led by Committee member, Jodi Hartmann, Executive Director accompanied by Joshua Fulenwider, Incoming Executive Director, High Plains Housing. 

  1. Call to Order. Committee Vice Chair Euckert called the meeting to order at 3:40 p.m. Other committee members present were Jodi Hartmann, Dean Moyer and Janet Meisel-Burns. Jacque Trout, Weld County Chief Financial Officer, and Jennifer Ofetlie, Weld County Budget Manager, were also in attendance. A quorum  was present.
  2. Review of the minutes. Committee Vice Chair Euckert asked for a review of the April 1, 2026, meeting minutes and if there were any amendments. Seeing none, Committee Member Hartmann made a motion to approve the minutes as presented and was seconded by Committee Member Moyer. The motion was unanimously approved.
  3. Ms. Martin gave an update on the current projects.
  4. Ms. Martin gave updates on the 2026 grant awards, 2026-2030 Consolidated Plan and Urban County Requalification process. The Advisory Committee’s 2026 grant award recommendations were presented to the Board of County Commissioners (BOCC) at a work session on May 11. The BOCC accepted the recommendations with no changes. Advisory Committee Chair Wharton attended this work session. Every three to five years HUD requires entitlement communities to update the consolidated plan for their grant program to continue to be eligible to receive HUD grant funding. Weld County is on a five year cycle.  The 2021-2026 Consolidated Plan covered the period from the start of our program through the end of this fiscal year – Sept. 30. The draft 2026-2030 Consolidated Plan was presented to the BOCC at a work session May 19. The Commissioners had only one minor change to the plan as presented. A 30 day public comment period is currently underway for input on community needs culminating in a public hearing June 17. Every three years HUD requires urban counties, of which Weld is one, to requalify as an urban county in order to continue to receive CDBG funds. To be an urban county, the county must have at least 200,000 persons residing in their unincorporated area plus in the municipalities that are participating in the their CDBG program. This requires a letter to each of our 25 participating municipalities to see if they wish to continue their partnership with Weld County so as to have their population added and, in this case, updated cooperating agreements containing new verbiage and policies required by HUD from those continuing the program.
  5. Other Business – Upcoming vacancies on the Advisory Committee were discussed. An application for one of the two open positions was received and an interview with the BOCC scheduled. Committee members were reminded that, by consensus, they will not meet in the months of July and August and resume regularly scheduled meetings in September.
  6. The CDBG Advisory Committee meeting adjourned at 4:45 p.m.
