Weld County Administration Building (1150 O Street, Greeley)

  1. Call to Order. Committee Vice-Chair Moyer called the meeting to order at 3:10 p.m. Other committee members present were Cheryl Powell, Jodi Hartmann, Dean Moyer, Janet Meisel-Burns and AJ Euckert. A quorum was present.  The Committee welcomed new member, AJ Euckert, Town Manager, Lochbuie who will serve as a Municipality Representative.
  2. Review of the minutes. Committee Vice-Chair Moyer asked for a review of the July 2, 2025 meeting minutes and if there were any amendments. Seeing none, Committee Member Meisel-Burns made a motion to approve the minutes as presented and was seconded by Committee Member Moyer. The motion was approved with three out of five Committee members voting to approve and two members who were not present at that meeting abstaining.
  3. Status report on current projects (see spreadsheet). Ms. Martin gave an update on the current project list
  4. Ms. Martin gave an update on the Weld County CDBG program.  The grant application period for 2026 CDBG funding is open through December 31st.  Four municipalities have reached out with inquiries about the program and proposed projects. Execution of subrecipient agreements for and notices to proceed with projects funded with 2025 CDBG funds are on hold until the government shutdown ends. Meanwhile, ongoing projects funded with pre-2025 CDBG funds are able to draw down funds for their projects’ eligible expenses. 
  5. The Weld County Housing Needs Assessment funded with CDBG funds was approved by the BOCC (Board of County Commissioners) November 3rd and submitted to DOLA November 4th for their approval.  Final approval is the last step in the process.  Committee members were informed that the change of program year from the current April 1st – March 31st to Sept.1st to Oct. 31st has been approved by HUD.  The grant application period and other process milestones will remain the same.
