September 2, 2026 Minutes

  1. Call to Order. Committee Chair Wharton called the meeting to order at 3:32 p.m. Other committee members present were Dean Moyer, Janet Meisel-Burns, Greg Brinck and A.J. Euckert.  A quorum  was present.

  2. Introduction of new Committee members.  New member, Greg Brinck, Town Administrator, Milliken introduced himself and spoke of his long career background in municipal government.  The Committee’s other new member, Vincent Ornales, Executive Director, Greeley Housing Authority, was not in attendance.

  3. Review of the minutes. Committee Chair Wharton asked for a review of the September 9, 2026 meeting minutes and if there were any amendments. Seeing none, Committee Member Euckert made a motion to approve the minutes as presented and was seconded by Committee Member Meisel-Burns. The motion was unanimously approved.

  4. Status report on current projects. Ms. Martin gave an update on the current project list.

  5. 2026 Consolidated Plan & Urban County Renewal 2027-2029 updates.  Ms. Martin shared that HUD had approved the 2026-2030 Consolidated Plan and 2026 Annual Action Plan she wrote for the Weld County CDBG Program.  Every three years, Weld County is to renew their Urban County status with HUD in order to continue to receive CDBG funds from HUD.  HUD asked for the County check with the 25 municipalities currently participating in the program if they wish to continue and asked for new agreements from the those who did.  By the date of this meeting, 24 of the 25 municipalities participating in the program had returned their newly signed (IGAs) Intergovernmental Agreements with Weld County for the Conduct of the CDBG Program and the BOCC had signed off on all 24.  Because our Program had so many agreements to be signed, HUD granted an extension until September 4th to send these new agreements to HUD.

  6. 21st Century Road to Housing Act’s impact on Weld County CDBG program.  Ms. Martin reported that this Act became law on July 11, 2026.  The largest impact to the Weld County CDBG program is that this act allows for CDBG funding to be used for new construction of affordable housing.  In the past, CDBG funds could only be used to support infrastructure for the construction of new affordable housing.  The Act requires all CDBG grantees (HUD is the grantor and Weld County is the grantee) publish databases of publicly owned land identifying undeveloped land owned by the jurisdiction.  This requirement applies to Weld County.  CDBG staff plan to work with the  County’s IT Department to see if they can accomplish this task or if a consultant needs to be hired.  CDBG funds can be used to comply with this requirement.

  7. Other Business.  Chairman Wharton announced his resignation from the Advisory Committee two months early. His term was set to expire November 1, 2026.

  8. The CDBG Advisory Committee meeting adjourned at 4:03 p.m.
