Secure Transportation Services

In 2021, the Colorado legislature passed HB21-1085, which requires all counties to have a licensing program for secure transportation services.

These services provide voluntary, urgent (but not medical, emergency, or police) transportation to treatment facilities for individuals experiencing a behavioral health crisis. They are a required benefit of the state's Medicaid program, under HB21-1085.

Secure Transportation Services are required to be licensed and the vehicles inspected prior to operating in Weld County.  It can take several weeks to get an application ready for submission.  Extensive requirements are in place to support the safety of all involved in these services.  Review the Colorado's standards and Weld County's ordinance for Secure Transportation Services before starting the process.

Please contact us at (970) 400-6415 or health-licenses@weld.gov for an application. Once a completed application is received, it can take up to 30 days to issue the license and permit(s).  

Reciprocity Agreements

If your Secure Transportation Service is actively licensed in any County in Colorado and you wish to conduct transports in Weld County, reciprocal licensing/permitting may be an option. No automatic reciprocity is granted and a request form must be completed.  The request form documents agency contact information, documentation of valid license and permit(s), and proof of insurance.  Please contact us at (970) 400-6415 to discuss this option.

Submitting a Complaint

Complaints against a Secure Transportation Service licensed in Weld County or allegations of an unlicensed service or operation of vehicles without a valid permit, may be made by any person or agency. 

Complaints shall be made to the Weld County Department of Public Health and Environment and may be made in person, verbally, or in writing.  Whenever possible, the preference is for complaints to be made in writing (email: health-licenses@weld.gov).
