Minutes

  1. Introductions and Opening Remarks: Cathy Hoover, Bill Fritz, Kelley McCandless


    • Cathy Hoover: leading meetings as co-chair as Bob McDonald is no longer with the organization. Expressed that past minutes will not be voted on because a quorum is not present.
    • Kelley McCandless: listed organizations that were funded as part of RFP process: Colorado Health Network, North Colorado Health Alliance, Never Lost, North Range Behavioral Health, Porch Light Health, Sober AF Entertainment, Weld County Department of Public Health and Environment, YOLO Foundation, Stout Street.
      • Mentioned upcoming Colorado Opioid Abatement Conference. MJ Jorgensen: updated on Rethinking Addiction conference following COAC conference.



  2. Appointments:
    • Cathy Hoover: Discussed vacancies (present and upcoming) and plan for filling those spots.
    • Council members expressed willingness to reach out to prospective members who fulfilled MOU requirements.
    • Appointments will be discussed further at January meeting following municipal elections.
  3. Rollover Funding
    • James Delaney (FullCircle Program) explained that his organization got off to a slow start but is now able to use 2025 funding: asked about possibility of rolling over funding into 2026.
    • Julie Witkowski: expressed support for rollover funding on a case-by-case basis.
    • Deputy Chief Zeller: wanted to ensure that process is fair to those who used funds quickly.
    • Kelley McCandless: proposed that grantees are given the opportunity to explain why they need to roll over funding and their plans for using it. Their answer will then be approved by the council.
    • Council: expressed support for this plan
