Weld Area Agency on Aging - Advisory Board Meeting Minutes

  1. Approval of Minutes:
    Motion made by Chair Haffner to approve the minutes from May 15, 2025. Member Smith made first approval and Member Collins made second approval. All approved.

  2. Program: 2025 Coordinated Plan – North Front Range Metropolitan Planning Organization
    The North Front Range Metropolitan Planning Organization (NFRMPO) is a regional transportation and air quality planning agency. It was formed in 1988 and expanded in 2007. It serves over 549,000 people and covers about 675 square miles throughout 2 counties and 13 communities. The population is expected to grow to 849,000 by 2050.
    The council is comprised of one representative from each of the following communities:
    Berthoud Garden City LaSalle Timnath
     Eaton Greeley Loveland Weld County
     Evans Johnstown Milliken Windsor
    Fort Collins Larimer County Severance  

    The council also has a representative from both the Transportation Commission of Colorado and the Colorado Department of Public Health and Enforcement Air Pollution Control Division.
    NFRMPO funding comes primarily from the federal and local governments. The money awarded to the NFRMPO for transportation projects comes from state and federal sources. Matching funds for these awards come from sponsoring local governments.

    The NFRMPO Mobility Program consists of:
    • RideNoCo – One-Call / One-Click Center
      • Information Hub – website and call center. Website is ADA compliant and in Spanish.
      • MyWayToGo – Trip Planning Platform
        • SchoolPooling tool
      • Data for Planning Processes
    • Mobility Committees
      • Joint Northern Colorado Mobility Committee
        • Larimer County Mobility Committee
        • Weld County Mobility Committee
    • Subrecipient Program & Technical Assistance
      • Connecting partners to State and Federal funding
      • Coordinating service expansions in areas where gaps have been identified
    • Outreach, Education, and Community Engagement
    • Planning Efforts
      • Coordinated Public Transit / Human Services Transportation Plan
        • Mobility Action Plan (MAP) to guide implementation of Coordinated Plan
        • Updated every 4 years; Currently being updated in 2025
      • RideAlliance & RideNoCo Partnership
      • Strategize for Multi-Partner Coordination and Transportation
      • Feedback to other NFRMPO Planning Processes
    • Q: Member Leitel – Where does the funding come from?
    • A: NFRMPO – All partners pay into it as well as funding from Federal, State and grants.
    • Q: Member Sanchez – What percentage of funding comes from Federal?
    • A: NFRMPO – 20% Federal funding.
    • Q: Member Curry Sanchez – What does DEI look like for those being served?
    • A: NFRMPO – Does not affect who we serve, only affects certain information removed from website.
    • Q: Councilmember Peppler – Were certain grants removed related to DEI?
    • A: NFRMPO – Yes.
    • Q: Father Karcher – With new housing developments, how much will these numbers change?
    • A: NFRMPO – Due to HIPAA securing the confidential information of disabled individuals, it’s hard to tell.
    • S: Councilmember Peppler – Weld County is still the most affordable housing area so the numbers will look higher due to the population.
    • Q: Member Sanchez – Where does the data come from?
    • A: NFRMPO – ACS (American Community Survey) Data / Census.
    • Q: Member Quade – Are there transportation options for people that do not live in the 13 covered areas? If someone is from an area farther out, how are they routed?
    • A: NFRMPO – Upper Front range deals with rural communities based on population. No one is turned away; we search for ways to help them.
    • Q: Member Smith – If someone in Fort Lupton needed assistance would you refer them to 60+ Transportation?
    • A: NFRMPO – Yes.
    • Q: Member Quade – Does Red Cross provide transportation? Have you reached out to Banner?
    • A: NFRMPO – They provide medical transportation and have their own vehicles. Been in contact with many different agencies to partner.
    • Q: Father Karcher – How are the volunteer drivers vetted?
    • A: NFRMPO – Currently looking into background check options.
    • Q: Member Sanchez – What is the size of the staff for NFRMPO?
    • A: NFRMPO – 10 office staff as well as a Board and representation from every municipality.
    • Q: Member Curry Sanchez – How often do you meet?
    • A: NFRMPO – Once a month in a different municipality.
  3. Committee Reports
    • ADRC:
      • Staff Member Skoglund – Meeting quarterly, nothing to report on currently.
    • Fraud Updates:
      • Member Collins – Received a suspicious email looking like it was ApplePay but it was not.
      • Member Smith – Receiving false delivery notices from OnTrack that want you to click on a link.
    • Legislative & CCA:
      • Session is complete. Looking forward to updates from Member Shepherd.
    • 50+ Art Show:
      • Member Sanchez – Advertising is going well with many responses. Hoping for more ceramic and wood carving art to display.
      • Member Curry Sanchez – Musician, Andy Dalke, will be performing again this year.
      • Chair Haffner – There is an upcoming quilt show at Trinity Lutheran Church. Unfortunately, not enough room to show quilts for our art show. Ribbons will be presented to the winners.
      • Member Collins – We should make sure to get someone from the Tribune there to report on the show. 
    • Beyond 60
      • Staff Member Skoglund – Still in need of articles.
    • Monitoring, Oversight, Request for Proposal
      • Staff Member Skoglund – Provider evaluations have begun. Colorado Legal Services and Catholic Charities have been completed. Still to be done; 60+ Transportation, Meals on Wheels and North Range Behavioral Health.
      • Q: Member Collins – Has Colorado Legal Services seen an increase in deportation cases?
      • A: HCSD Director Morrison – Colorado Legal Services is unable to serve anyone that is not here legally.

  4. Board Participation Reports:
    • Member Broderius – Has joined the Colorado Board of Health to look at ways of addressing loneliness and isolation with the senior population. Handed out information on “Acts of Connection” and will bring more for the August meeting.
    • Staff Member Skoglund – Everest Home Care & Adult Day Care has opened a new facility located at 2393 W. 27th Street right next to Good Health Will.

  5. General Agency Updates:
    • Staff Member Skoglund – Reaching out to agencies for additional guest speakers. Looking to schedule with Cycling without Age for a ride and snacks.
    • Member Quade: Suggested 60+ Transportation as a guest speaker.
    • HCSD Director Morrison – Weld County did not get the additional 25% in the budget that we had hoped for. Contracts were based on the 75% expected and all contracts have been signed. Will look at other opportunities to save money.
    • Staff Member Skoglund – Windsor currently pays for 2 days a week of meals and have volunteered to purchase their meal supplies. Platteville is paying for 30 evening meals every Tuesday.
    • Member Smith – Will reach out to Lochbuie to see if there are any opportunities with community donations.
    • HCSD Director Morrison – Has filled 7 out of 10 CMA positions.
