What is LEAP?

The Colorado Low-income Energy Assistance Program (LEAP) helps people in Colorado pay for heat during the cold winter months.

How to Apply: November 1 – April 30

If you want to apply for LEAP, it's best to use the online form or call to apply by phone.

  • Online at Colorado PEAK
  • By phone: Call 1-866-HEAT-HELP (1-866-432-8435) to get a paper form.
  • In person: Go to your local county human services office. They do not process applications or give out benefits, but they can give you a paper application and accept it once you’ve filled it out.

Who Can Get Help?

You may qualify if:

  • You pay for heating in your home.
  • Your household makes less than a certain amount of money.
  • Everyone in your home is legally allowed to live in the U.S.

Heating Emergencies

If your furnace breaks or your heating system stops working during winter, LEAP may help repair or replace it. This is for people who qualify and have a heating emergency. LEAP does not help with portable heaters or temporary heating.

  1. Fill out the form completely – Make sure all questions are answered and required documents are included (like proof of income and ID).

Crisis Intervention Program:

If your main heat source (like a furnace or wood stove) breaks, this program can help fix or replace it. It’s available all year. The program is run by Energy Outreach Colorado.

Weatherization Program:

This program helps make homes more energy-efficient so heating bills stay lower. It’s run by the Governor’s Energy Office.

PTC Rebate:

Colorado gives money back to low-income seniors and people with disabilities to help with property tax, rent, and heating costs. You could get up to $660 for property tax and $192 for heating costs. The Colorado Department of Revenue handles this program.
