The 2024-2025 Season is Open
The LEAP Program is open for the season and is accepting applications again until April 30, 2025.
What is LEAP?
- A Low-Income Energy Assistance Program.
- Helps low-income households with winter home heating costs, while funding is available.
- Is not intended to pay the entire cost of home heating.
- LEAP is a federally funded program.
- Applications processed by Discover Goodwill of Southern & Western Colorado.
Are you having a heating emergency?
If you are having a heating emergency or are unable to fill out an application by any other means, please call (866) 432-8435 to apply over the phone.
Who qualifies for LEAP assistance?
You may qualify for LEAP benefits if you:
- Pay home heating costs, either directly to a utility company or to a landlord as part of rent.
- Earn a maximum family household income that does not exceed 60% of the state median income level. “Household” refers to those who live in the residence and are financially dependent.
- Provide proof of lawful presence in the U.S., for you and household members born outside of the U.S. Valid forms of identification include:
- Naturalization Certificate, or
- Born Abroad Certificate, or
- U.S. Passport
- Permanent Resident Card, or
- Documentation of Refugee or Asylee status
- Maximum family household income falls within the guidelines.

Weld County Department of Human Services does not process LEAP applications or issue benefits.
