The 2024-2025 Season is Open

The LEAP Program is open for the season and is accepting applications again until April 30, 2025.

What is LEAP?

  • A Low-Income Energy Assistance Program.
  • Helps low-income households with winter home heating costs, while funding is available.
  • Is not intended to pay the entire cost of home heating.
  • LEAP is a federally funded program.
  • Applications processed by Discover Goodwill of Southern & Western Colorado.

Are you having a heating emergency? 

If you are having a heating emergency or are unable to fill out an application by any other means, please call (866) 432-8435 to apply over the phone.

Crisis Intervention Program

If you are eligible for LEAP you may qualify for assistance with furnace repair / replacement of your primary heating system.

Rebate Program

You must have paid property tax, rent, and/or heating expenses to claim a rebate.

Weatherization

If you are eligible for LEAP, you may also qualify for free weatherization services that will improve your home.

Who qualifies for LEAP assistance?

You may qualify for LEAP benefits if you:

  • Pay home heating costs, either directly to a utility company or to a landlord as part of rent.
  • Earn a maximum family household income that does not exceed 60% of the state median income level. “Household” refers to those who live in the residence and are financially dependent.
  • Provide proof of lawful presence in the U.S., for you and household members born outside of the U.S. Valid forms of identification include:
    • Naturalization Certificate, or
    • Born Abroad Certificate, or
    • U.S. Passport
    • Permanent Resident Card, or
    • Documentation of Refugee or Asylee status
  • Maximum family household income falls within the guidelines.

Weld County Department of Human Services does not process LEAP applications or issue benefits.
