Housing Needs Assessment

Houses in a rural area

The Weld County Housing Needs Assessment (HNA) is a required study to inventory existing housing availability in unincorporated Weld County. The HNA combines housing, demographic, resource, and economic data to inform county commissioners about housing policies and trends to ensure county programs, such as the Community Development Block Grant (CDBG), align with the county’s goals. The process is done in four parts:

  1. A Profile of Weld County’s demographics, economy, and future growth projections.
  2. An Assessment of the current housing stock, areas of need, and trends to improve future development.
  3. A Fair Housing Analysis to identify potential economic, policy and cost barriers that could prevent equal access to housing within the county.
  4. Policy Recommendations to guide Weld County officials on what is recommended for the county to encourage the development and support of ample, stable, and cost-effective housing supply at affordable levels for all residents.

Who: While the survey is open to all county residents, the target audience is residents in unincorporated Weld County.

What: The county is working with Kimley-Horn, an engineering, planning and design consultant firm, on this project.

Where: Community engagement efforts will occur throughout the duration of the project to inform the Housing Needs Assessment. Please fill out the online survey and let us know your thoughts.

In-person meetings and public input opportunities will be scheduled for the summer; stay tuned for more information.

When: Public input is being gathered from Jan. 28, 2025, to March 31, 2025. The goal for the completion of the assessment is Sept. 30, 2025.

Why: Listening to community feedback on housing needs, struggles, and hopes will guide the HNA’s development and allow the document to accurately reflect the needs of all Weld County residents.
