Randy Propp, District 2 County Councilman, is a Weld County native, born and raised in the Windsor area of Weld County. He is a second-generation United States citizen whose grandfather immigrated to this country at the age of seven. He graduated from Windsor High School, where he was active in FFA, and later attended Aims Community College. He later attended classes at UCLA Extension, building a foundation in networks and network security and in installing and maintaining Oracle Databases.

Randy's career in county government began in 1998 with the Weld County Clerk and Recorder's Office, where he rose from technician roles in the Motor Vehicle and Election Departments to Election Department Manager, administering countywide elections. In 2003 he joined VOTEC Corporation, an election-technology company serving county governments nationwide, spending more than two decades there, advancing from Customer Support through Director of Operations to President. During his time at VOTEC, Randy served as a trusted advisor to county election and clerk offices across the country and studied election security firsthand at events such as DEF CON's Voting Village. Since August 2025, he has served as Managing Member / Owner and Customer Liaison of Next Election Services, LLC.

Randy is a member of the Greeley Area and Windsor Area Chambers of Commerce, the Texas Association of County Election Officials, the National Rifle Association, the FFA Forever Blue Network for Alumni, and the Election Center (which provides leadership and organizational structure ensuring transparency and accountability). He has been a lifelong member of Bethel Lutheran Church in Windsor, where multiple family members were founding members.

When he is not working, Randy enjoys spending time with his siblings and their children and grandchildren, trying out new recipes, smoking meats in the kitchen and traveling — including a growing love of cruises.
