Commissioners approve CDBG program 2022 CAPER

Earlier this week, the Weld County Community Development Block Grant (CDBG) program presented its 2022 Consolidated Annual Performance and Evaluation Report (CAPER) to the board of commissioners for approval. The CDBG program provides funding for community development projects to benefit low- and moderate-income individuals.

The CAPER is an annual end-of-year report providing the financial status and accomplishments of Weld County’s CDBG program as required of all CDBG programs by the U.S. Department of Housing and Development (HUD). A general assessment of activities undertaken during the plan year to address priorities, goals, and objectives identified in the 2021-2025 Consolidated Plan are detailed in the report. HUD’s national objectives include benefitting low- and moderate-income persons, preventing and/or eliminating blight and addressing an urgent need. The commissioners’ priorities are improving infrastructure and public facilities and access to public services along with preserving housing.

In the program’s two years of operation, a total of $2,094,057 in grant funds have been received from HUD and another $1,177,685 has been allocated for plan year 2023. The program has allocated funding to 14 CDBG projects throughout Weld County, three of which were completed in 2022, including paving Idaho Street in Evans, which benefitted 65 households, improving water efficiency by replacing light fixtures and toilets in 16 Evans households and expanding Firestone’s Via Mobility Transit Service from three days to five per week. This last project provided 593 trips for senior and disabled persons at no cost.

“The projects our communities are bringing to the table are ones that make a big difference in the lives of our residents, not just in this past year, but for years to come,” said Commissioner Pro-Tem Perry Buck. “The approval of this report allows Weld County to showcase the good that’s being done in our communities thanks to this program.”

Now that the board has approved the CAPER, it will be submitted to HUD by June 30, 2023.
