Commissioners take next step in the judicial center expansion

On Monday, Weld County Commissioners took the next big step in the new Weld County Judicial Center expansion by selecting an owner’s representative.
The owner’s representative will serve as the county’s advocate in overseeing the design and construction development of the project as well as ensuring deadlines, quality and budget are all met.
Level5 Collaborative was selected by the board following an almost two-month-long national search and interview process.
In total, 10 firms submitted proposals for consideration; three firms were interviewed. The firms were scored on their understanding of the project, cost control strategies, and their overall understanding of the county’s goals.
Level5 submitted a guaranteed maximum price of $9,325,000 for this award, which will take the county though the project, including managing the budget, coordinating with designers and contractors, facilitating communications, and conducting site inspections to ensure compliance with project requirements. They also committed to an accelerated timeline, which could result in significant construction cost savings to the county.
Much like the expansion of the jail or the construction of Weld County Road 49, the judicial center expansion will occur over a multi-year period, allowing the opportunity for future boards to alter plans if needed over that duration. Also like the jail expansion and Weld County Road 49, the judicial center expansion will be paid for with cash.
This approach also ensures the county is in-line with Article XIV Section 14-8 of the Home Rule Charter. By charter, any one project requiring a capital expenditure equal a three mill levy for three years, or approximately $172 million for any one project, would need to go to a public vote.
