The Weld County Office of Emergency Management (OEM) works under the direction of the Weld County Board of Commissioners and is led by Director Roy Rudisill. Our team includes three full‑time staff members and a Health Preparedness Specialist. OEM uses an all‑hazards approach to planning, preparedness, response, and recovery, coordinating countywide efforts during emergencies and disasters.

Every level of government manages incidents within its capabilities, but when an emergency exceeds those resources, OEM is ready to activate county support at a moment’s notice. The county emergency plan also guides response efforts for incidents affecting residents in unincorporated Weld County.

Personal preparedness is a critical part of successful disaster response. While assistance may be available during large-scale events, individuals and families are expected to be self‑sufficient for at least the first 72 hours. Colorado state law does not allow public funds to be used to provide direct financial assistance to private citizens following an emergency.

OEM regularly provides presentations, training, and preparedness education for community groups, businesses, and organizations. If you would like to schedule a presentation or learn more, please contact Director Roy Rudisill.

THE MISSION ... The mission of the Weld County Office of Emergency Management is to enhance the safety and resilience of Weld County by coordinating and supporting a comprehensive, all‑hazards planning approach that encompasses preparedness, prevention, mitigation, response, and recovery. We work with partners across all levels of government, community organizations, and the private sector to build trust, strengthen relationships, and ensure effective communication and unified action during emergencies and disasters
