Accela Citizen Access (ACA) Instructions

  • If users are submitting permits for their business or employer, they should use an employer owned email account.
  • If an employee leaves an employer, the employer can access the employee’s corporate email account, in accordance with their own IT and HR policies, to change the password in ACA if needed. 
  • All password resets will be performed by the account owner, using the tools provided in the public facing ACA system. 
  • Weld County staff cannot provide passwords to users.
  • Once a permit is submitted, the email that was used to create that permit is not able to be changed.  This is part of the initial record and cannot be modified.
    • For example, if joe@gmail.com creates a permit on behalf of “company”, “company” cannot later then request to remove joe@gmail.com from the permit and add admin@company.com.
