Weld County Faith Partnership Council  

Welcome to the Weld County Faith Partnership Council web page! This council was created in 2008 by the Weld County Board of Commissioners as a way to facilitate information sharing between the faith-based community and county government regarding issues that affect our communities. Currently, the council is focused on four primary community issues:

Mission

Mission: To serve as an advisory liaison between the faith-based community and the Weld County Commissioners. The Council is to make informed recommendations to better serve the people of Weld County.

This mission is accomplished by:

Listening, recognizing and encouraging faith ministries and government/non-profit agencies to build collaborations using gifts and resources already present.

Disseminating information in order to strive to overcome any preconceived ideas about each other.

Empowering the people of Weld County to take responsibility for their own lives, put hope in their lives by helping them take action and accountability for what they are doing.

Bylaws

Article I - Name of Council 

The Council shall be called the "Weld Faith Partnership Council" (''the WFPC"). 

Article II - Functions of the WFPC

The function-of the WFPC is as the liaison between the faith-based community and the Board of Commissioners of Weld County (“the Board”), to make informed strategic recommendations from a faith-based perspective directly to the Board regarding issues of concern in our communities.

Article III - Membership of WFPC

A. Membership: The WFPC shall consist of no less than three (3) nor more than fifteen (15) members. The membership shall include a geographic representation of the Weld County faith community.

B. Appointment of Members: The members of the WFPC shall be appointed by the Board, according to the following procedure:

  1. Persons interested in serving on the WFPC shall submit an application which will provide biographical information.
  2. The Board shall review submitted application(s) and may interview such applicant(s) according to the Board's desires. The Board, in its sole discretion, may appoint members to fill vacancies or reappoint members for additional terms.
  3. The Board may designate community advisors to the WFPC.

C. Terms of Members: Membership terms of the WFPC shall be for no more than two (2) consecutive three (3) year terms.  New WFPC members may be assigned first terms of less than three (3) years to assure appropriate staggering of members' terms.

Article IV - Officers

A. The WFPC shall elect from its own members a Chair and Vice-Chair.  Term of office shall be for one year.

B. In the absence of the Chair, the Vice-Chair will act in that capacity.

C. In the absence of the Chair and Vice-Chair, a temporary Chair will be selected by the WFPC.

D.A secretary shall be elected by the WFPC.

Article V - Nomination and Election of Officers

The nomination and election of annual officers shall be held during the first regular meeting of each calendar year.  Each nomination shall be seconded to be placed on the ballot, and elections shall be by written ballot, unless there is no contest for the office.

Article VI - Meetings

A. Regular meetings of the WFPC will be conducted monthly.

B. Written notice of all regular meetings shall be transmitted to each member at least fourteen (14) days prior to each regular meeting date.

C. Special meetings may be called when deemed necessary by the Chair; all WFPC members must be notified.

D. Any regular or special meeting of the WFPC may be held at such a place as determined by its members.  The designation and notice of the meeting place will be transmitted to each member.

E. A quorum shall consist of a simple majority of WFPC members at regular meetings and a two-thirds majority of WFPC members at called special meetings.  A quorum shall be necessary at any meeting in order to conduct business.

F. The concurring vote of a majority of those present shall be required to pass any motion made.

G. At any WFPC meeting requiring a vote, any member may participate in the meeting by telephone provided all members present at the meeting or by telephone can clearly hear and speak to each other.  Participation by telephone shall be equivalent to attending the meeting in person.

H. Robert's Rules of Order shall prevail to the extent they are not in conflict with specific provisions of these Bylaws.

I. No WFPC member shall be absent for more than one-third (⅓) of the meetings of the WFPC during any consecutive three (3) month period.  Evidence of a WFPC member violating this standard shall be forwarded to the Board and may be grounds for dismissal by the Board.

Article VII - Duties of the Chair

It shall be the responsibility of the Chair to call all regular and special meetings, preside at all meetings, and carry out general Chair responsibilities.

Article VIII - Duties of Vice-Chair

It shall be the responsibility of the Vice-Chair to assume the duties of the Chair in his or her absence.  Also, the Vice Chair shall perform other duties assigned by the Chair.

Article IX - Duty of Secretary

It shall be the responsibility of the secretary to transmit to WFPC members notices of all meetings, keep minutes and maintain records.  Furthermore, the Secretary shall keep the Board informed of all WFPC actions, activities, and recommendations.

Article X - Amendment of Bylaws

These Bylaws may be altered, amended or repealed, and new amendments may be adopted according to the following procedure:

  1. Proposed amendments to the Bylaws may be presented at any meeting of the WFPC at which a quorum is present, provided fourteen (14) days prior notice has been given to each member.
  2. For passage, such proposed amendments must receive the vote of the majority of the entire membership of the WFPC, with subsequent approval of the Board.

Article XI - Confidentiality

Members of the WFPC may, by virtue of such membership, inspect or be privy to records and other materials containing personally identifying information, therefore members shall protect the confidentiality of such information except as provided by law.
